. >>> some other headlines. a big announcement involving chevron's oil refinery in richmond and it could have an effect on all of us at the pump. state regulators have officially cleared the way for chevron to resume full production following that huge fire last summer. nbc bay area's monte francis joins us in richmond with more on this decision and when we could see lower gas prices. monte? >> reporter: raj, good evening. chevron says it plans to resume full production here at the refinery during its second quarter which would be some time between now and june. i spoke to an analyst who said in theory that should mean lower gas prices for consumers, but he also said that predicting gas prices is far from an exact science. it's an explosion and fire last august 6 that chevron's richmond refinery, the plant has been running at 60% capacity as state regulators conducted an investigation. cal osha regulates safety said today it has completed its probe and chevron could take the refinery back to 100% production. >> that was the last regulatory process for us to ensure that there's no imminent haz

the explosion on a gasket. >> tonight chevron is ready to return it's richmond refinery to full strength. the approval today nine months after a disastrous fire. >> well, yes that came from osha. and it just is the same day there was a meeting with east bay legislatures. the federal agency investigating the accidents in the nation told those east bay legislatures that the whole regulatory system in this state and nation needs an overhaul. the fire led to a handful of fines by a variety of agencies today, cal osha gave chevron the all clear to restart i -- restart a crude unit. legislatures called the meeting to focus on changes they might pursue to improve prevention of the kinds of accidents. the chemical safety board told them in no uncertain terms the state and nation's regulation of oil refineries focuses too much on reacting to problems and not enough on requiring companies to demonstrate save practices before being allowed to operate at all. chevron knew about the pipe and chose not to do anything about it. >> the whole system needs improving. there is no one component that doesn't
